Heuer Stopwatch *PIC*

Hello,
I have here a Heuer stopwatch that looks just like this one:

Except that itīs a split-seconds with a push button at 55s, the dial also has an outer scale from 0-300 and Heuer logo is located inside the top 30-min. counter.
Everything seems to be working fine but the hand in the lower 60 secs. dial keeps moving even when the chrono stops?!?
Is that normal? For what purpose would I need only a 60 secs. counter working continuously if itīs not a watch???
Is this a rare one?
