Rally Master "Pair" -- Probably Put Together

It is difficult to be certain whether or not Heuer actually sold any Rally Master pairs that consisted of the Master Time, with 1 through 12 on the dial, and the Monte Carlo, with three buttons. Both the later versions (1 through 12 MT and three-button MC) were introduced at around the same time (1967/68) and both models then went to the deeper / fatter case. The Master Times do tend to get switched from case to case, and it would need to be in the thinner case to match the three-button Monte Carlo (all of which were in the thinner case).

In my experience, most Rally Master "pairs" that you see on the market nowadays were put-together, long after the pieces were produced.
