Your assumption is correct - Mcain graduated from USNA Maryland in 1958 (according to wikip), so the dates could line up. James Fisher is not a very good google name (too common) so hard to find anything. There are some articles published by a USN James R Fisher, but can't find any other background. The Spear Foundation prize seems to be awarded at the Groton, Conn, submarine school.
That research probably would have taken a couple of days before google, but that is just a couple of minutes searching. I'll see if I can find more...
