Here is a picture of my 15630, not 1563. Constant second hand is white. More pictures here http://heuerwatches.net/Autavia_15630_HM.html

If you Google "Autavia 1563" all have white running second hands if dial is black.

The hands on your watch are very red/bright compared to the dial, so when service hands were fitted they probably fitted a black in stead of white second hand.
