Good spot Ron. The heavier lines in the 30 min register should extend onto the flat central part of the register too, whereas these stop on the bevelled part. The 12 hr register should have half-hour markings as well as hour markings and this one doesn't. So although it's unclear in the photo, I'd say the ridged centre of the registers has been ground down. Conclusion - dial definitely refinished.
