Hi Stephen,
I found this info online..
"According to California Highway Patrol Officer Hector Baiza, usually this type of thing "doesn't affect traffic because they do it very early ... for example, a Sunday morning." Director Ben Conrad and his crew planned with the city to block off the streets so he could rage through San Francisco uninterrupted"

I guess that it is filmed extremely early on Sunday mornings.. with minimal impact to the streets being closed, which would also explain why no-one is up and about.

: Where are all the residents? I can't believe there weren't
: onlookers. How did they get permission to block off so many
: roads (even though I realize it was filmed over several days)?
: What did they have to pay the city of San Fran in order to get
: all the permits and permission to do this? Anyhow, fascinating
: video and one crazy driver!!
