I found this info online..

Director Ben Conrad and his crew planned with the city to block off the streets so he could rage through San Francisco uninterrupted"

I guess that it is filmed extremely early on Sunday mornings.. with minimal impact to the streets being closed, which would also explain why no-one is up and about.
