Carrera Question

I have noticed many early Carrera's, with internal chapter rings (the white rings with 1 sec. and 1/5 sec graduations), out of alignment with the hour markers. Why is this so? My theory is that the rings are held in place by the crystal, and ill-fitting crystals no longer do the job so the ring rotates freely. Is this easily fixed, perhaps superglue the ring to the dial!
