Sounds rather extreme. It is not uncommon for some watchmakers to pronounce a rare or valuable piece 'DOA' or quote a unrealistic repair price to get a customer to abandon all hope. Happens with high-end cars, boats and planes too..."sorry, it's totaled...but I could give you X dollars to take it off your hands. "

I'd get a 2 or 3 opinions.
