It didnt seem right to me at first but I have seen so many valj 23 movements with the Heuer shield I think that either :
1) (as you say) Heuer shield is valid for 40-50s movements
2) there is a huge industry making fake valj23s alongside the rolexes in china

somehow I think the interest in valj23 is not quite enough to sustain a big production run...
