My idea is that the bezel has been turned to remove teeth.
The 3646 case, that is different from the 2446 because of the crown and pushers position,
requires the proper crown for the watch.
If a watchmaker replaced the crown with one non original, it may interfere with the 'teeth'.
Missing the proper crown, the only solution is... smoothing the teeth.
