To be honest, not really.
The best for second hand would be Dawson Jewellers, Dawson Street (expensive)
Corr's Jewellers Powerscourt townhouse (also some antique shops in the powerscourt townhouse)

Apart from that it is just high street shops such as Weirs Wicklow Street
Applebys in Johnsons court

A bit of a desert to be honest. Expect no bargains.
