I this a silly question?

Can someone please explain the relevance of the long(er) marks at 9, 6 and 3 on my 60 second sub dial?

Am I the only one not to know?

The answer is probably staring me in the face, but try as I might I just cannot fathom them and have given up on ever having a 'Eureka moment'.
