Apart from the spot at the 6 hour marker, the dial looks pretty good to me. Why do you think that it might be refinished?

As a side note, even if it is the standard and most common version of the sixties Carrera, the 3647 S is the most beautiful, in my humble opinion. Pure, clean, no-nonsense.
