Guidance On Shipping

Hi Community:

A prospective buyer from France wants me to undervalue the watch that he is trying to buy from say $1400 to $700 ( in the declaration) as he claims he has to pay 20% tariff/custom duties. Repercussions/complications to me as the seller especially insurance? How would I approach this. Don't want to lie.
