Two Dumb Questions (re the Bundeswehrs)

Two very basic questions, from someone who has watched the BWs from a distance, occasionally gotten interested, but never really learned much about them:

-- wouldn't the "Sternzeit reguliert" keep time differently -- either in the time-of-day function; in the chrono function; or in both??

-- do all the BWs have the "flyback" function??
