Vintage Heuer with Regulator dial??

I wonder if Heuer had ever made regulator dial during its old days (1935s-40s) for its chronograph?

(Regulator dial contains two small dials vertically. Hour/min hands are located at 12, while 30-sec counter located on 6.)

Please help clarify.
