I'm sure many watch companies would rather sell you a new set of hands. But I don't see why not. It is just that the luminous paints used now are different. So they cannot be repainted with the same as they were originally.
The hard part is likely finding anyone who will do it. Such low cost, labor intensive work is getting harder and harder to find anyone who will even bother taking on such small jobs.
