As long at the original dial is in decent shape, it is better for value purposes to leave it as is.
But you still might want to have the dial redone anyway if:
* the watch is not particularly valuable,
* you are unlikely to ever wish to sell it,
* you would use/enjoy it more with a clean dial.
Ultimately, you want the watch to best suit whatever your purpose for it is--resell it for money, keep it in a collection or wear it regularly for personal enjoyment.
If it makes a difference to you, would be better to repaint the dial, wear and enjoy the watch rather than keep it in a drawer because you don't want to hurt its value by redialing, but are not happy wearing it as is.
