No. Sounds like someone had their bracelet adjusted VERY BADLY. If you take all the links out of just one side, then sure, the thing will be crazy-ass lopsided and the clasp would protrude out funny.
But no matter what the wrist size, links should be removed in as close of an even combination on each side as possible. I have a 6.5" wrist and mine is great. I believe the SMP bracelet can be adjusted down to 6" or even less with no problems--if done by someone with at least half a clue what they are doing.
