I've never lived in the UK (been there a few times) and therefore don't know whether cash transactions typically receive a cash discount. I've lived in the US for 4+ years now and my experience here is that an offer to pay cash has little or no effect on the price (generally speaking). Maybe I just haven't dealt with the right people. As for dealers, my recent experience with jewelry stores is that they'll discount 15% off the bat. I never tried to push for more than that since I bought elsewhere. Hope this helps some.
