The BIG seconds hand works only when the chronograph is running. That is so you can see it clearly--especially when you are reading 1/5th of a second increments when you stop the chrono. Sure, it would be nice to have it display regular seconds when the chrono is not running, but that is WAY too complex to implement and would eb too confusing in use.
If I remember correctly, the other two dials add up the minutes (top dial) and hours (bottom dial) that the chronograph has been running.
