I was exactly in your shoe when I first got mine, wondering why big sec hand is not moving while the little sec hand in subdial is instead.
I have the SMP Ti Chrono and I soon learned that the big sec is only use for the chronograph (stop watch) function. Seem like a waste but was told (from the experts in this forum)that I can have the Chrono activated all the time (24 hrs) thus this will make big sec ticks.
BUT was also told that (from some of the experts in this forum) having it on 24hrs will wear the internals in the long run (5-10 years).
Right now it just sit still at 12 o'clock on my wrist. The Chrono sub-dials looks good on the watch but I hardly use it.
