Restortion of a SeMP - save to buy?

I concider to buy a SeMP, 2054.50.00. The seller told me that the last owner of the watch hadn't turned the heliumvalve, sa that water had entered the caliber and wrecked it. He told me that he had placed a new dial, caliber and hands into the case.

-is this a save deal?
-does new "loose" calibers also get COSC sertified?
