Always at 10 minutes until 10... sounds like the hands are catching on each other at that particular angle. If the second hand catches on the minute hand *or* the minute hand catches on the hour hand, it stops the watch with backpressure on the mechanism.
You need to take it in and have it looked at. May just need a realignment of the hands. But if any of the hands have have gotten scratched, make sure they are replaced under warranty.
