Are you sure you are winding it the right way? Only ONE direction of turning the crown does anything. See the link below for an illustration.

Also make sure you are not confusing screwing in the screw-down crown with actually winding the watch. The crown will not stop turning even when you've wound it enough. If you are just screwing the crown in, it will make only about 3-5 turns before it stops.

If neither of those are the issue, then there might actually be a mechanical problem with the watch. But user mis-operation issues are common with mechanical watches, since well over 90% of the population have NOT used a mechanical watch in many years--if ever. So confusion over the differences between them and the quartz watches that everyone is used to occurs a lot for new mechanical watch buyers.

Sadly, mechanical watch makers do a pathetic job of educating watch buyers about the details of operating mechanical watches. The terse, cryptic and symbolic instruction manuals issued with these watches are hardly adequate for the purpose.
