If you phone the C & E helpline, you will be taken through a complicated formula something along the lines of "Luxury item - Swiss watch - type of movement - duty rate applicable"
I seem to recall when I considered importing a Rolex Sub from USA, it quickly became apparent the saving was not worth the effort.
As an aside, a friend of mine works within C & E, and tells me that a good part of their business involves X-raying packages. This is to counter people who buy the watch abroad, wear it back, but can't bear to part with the box and papers so post them to themselves. (Rolex boxes are very distinct I'm told)
