I have 2301.11, which is the same as 2311.21, except being Chronometer and gold dial. This style of Seamaster 120 was introduced around 1999 as dress watch in the seamaster line. I also own Seamaster Professional (bond), and Aqua Terra, they serve different purposes. Dress, Sports, casual. If you can get a good price, go for it. The chronometer models have the same movement as Seamaster Pro. I guess the Quartz model should also be the same. Just a different, more dressy watch. I don't think there is any quality or popularity issue for seamaster 120.
