Faulty Seamaster Chronograph?

Hello,

I recently bought a secondhand Omega Seamaster Chronograph. It is a 1975 edition with a caliber 1040 (I believe)movement. When I start the chronograph (by pushing the top button) a large blue hand starts to count seconds. However, the dial that I think is supposed to be counting minutes does not move. I ve left the chronograph running for 6 hours and the minute timer did not move. Also, how, If at all do I get the large hand with the arrow to move. It seems to be stuck at 12. Before I bought the watch the seller said all fnctions were working. Should I have it looked at, or do I just not know how to use the chronograph. Also, is this crown screw down. Thanks on advance.
