Yeah, but not every watch, since most don't claim to be chronometers. So the guy who buys one of these wants some validation that he has something special, even if there are another million identical "special" watches. And never mind that my uncertified and utterly unprestigious battery-powered Seiko (probably bought at Wal-Mart -- it was a gift) is more accurate than my "officially certified" Constellation ever was.
