Even Omega has non-certified automatic movements. Particularly in the Speedmaster and Dynamic models. My non-certified Dynamic keeps equal or better time than my certified SMP and DeVille.
Two important points to remember:
1. The certification does NOT make the movement run better. It only validates that the movement meets a certain performance standard.
2. The COSC standard is very dated. Back 50 years ago, not many watches could meet that spec. Today, with efficient modern mass production, most quality watch movements can meet the dated COSC spec easily if adjusted right.
So I think you will find that most any decent brand automatic watch will run within or close to COSC spec. If it doesn't, it is unlikely that the movement is just incapable of achieving that level of performance -- probably needs a simple accuracy adjustment.
