Serial # on SMP 2531.80 (2 Questions)

Hello,
Wondering if there is a sure way to read Omega SMP serial #'s, ie: (date manufactured, movement, etc.)

Serial # is: 80004153

Question 2: $550 shipped in CONUS, fair for a Bond SMP model: 2531.80, No Box/manuals, only minor scratches, and a broken clasp??? ( Plan on replacing the band w/ Blue Rubber/Kevlar.

All opions welcomed.
