My Bond SMP dial is perfect in every way, as is the dial on my wife's Connie. I have never seen a "bad" Omega dial, but I'm sure they exist. As for "framing" the luminova, I think that looks nice on certain dials, but not all. I like the "freehand" (whether a machine applies it or not, I do not know) look of the luminova without the border pieces. Seems like it would be harder to do it without, perhaps explaining the inconsistencies you've seen.
