I have NEVER heard of or seen such a variation of that model from OMEGA with red markings on the bezel like that. Possibly this is one that somebody had those numbers custom painted. I highly doubt it came from the OMEGA factory that way.
Otherwise, it looks normal. The orange chrono hands are correct for that watch.
To get the year of production, you will have to contact OMEGA with the full 8-digit serial number. They can also tell you if it left the factory with those red markings or not.
