That's strange -- especially since that would be the quartz model.
My only guess would be that the hands are hitting each other in one particular position, preventing the hour hand from moving right. Try manally forwarding the time through 24 hours very slowly and gently and see if you notice them hitting or any unusual resistance at any position.
