According to the description only the DIAL has been refinished. That is not unusual on older pieces and not anything to detract from its value (assuming it was redone well and just like the original dial).

Bad example. That would fit if the watch had a non-original movement.

But refinishing the dial on a watch is more like replacing worn carpet or upholstery in a vintage Corvette. In such cases, original parts in worn condition may devalue the item more than appropriately fixed up or replaced ones would.
