It's main use (as I understand) if for timing dives so you don't run out of air. The idea is that you turn the bezel until the top marker is at the minute hand. Then as the minute hand moves around you can tell how much time has elapsed.

Bezels on most watches (I'm not sure about bezels on all Omegas though) only turn in an anti clockwise direction. This is because if the bezel is turned accidentally the false reading will tell you it you have been diving longer than you have in reality (rather than the other way around where it would tell you that you have been diving only 10 minutes when you have really been down there for 30 minutes and are about to run out of air!!!!)
