I think the point of confusion is that we talk about variation in "seconds per day" -- leading you to think it meant to measure the variation of seconds each day.
But it is just like you don't stop every mile to calculate the "miles per gallon" your car gets... you take measurements over a longer term and divide to get an average that more correctly expresses the ongoing performance over time.
