Assuming it is actually an Omega caliber 1128, it will be able to be regulated within a tolerance of +6/-4 seconds per day. This could be done by any compotenet watchmaker

The Black Dial GMT and White Dial GMT are the same price, currently $2195 US MSRP. The price on both was raised last April 1 from $1995 US MSRP. The white dial GMT has an all brushed finish, while the black dial GMT has a brushed/polished finish on it.
