Did you send the watch back to Omega in Switzerland or just take it back to the dealer? As Derek said, if the dealer farmed the work out to a local jeweler, the work may have been shoddy. If this is the case, you have a legitimate right to go back to the dealer and demand they replace the watch. Either that or demand they send it back to Omega in Switzerland for repairs, NOT to their local guy. Three problems in 10 months is totally unacceptable for ANY watch, let alone an Omega. Your watch is still under warranty which means Omega in Switzerland will repair it at no cost to you, so why take the chance with your dealer's jeweler? I would go straight back to the dealer and demand, not ask, that they either replace the watch or send it to Switzerland for repairs. Good luck!
