I have a Tissot quartz from the same time period. With the crown pulled out the hour hand advances, but to move the minute hand, and this is tricky...Push the crown in, and when the second hand stops moving, release the crown and than quickly depress it again (hold it down). If done correctly the second hand begins advancing rapidly and soon you will see the minute had andvance as well. It works on my Tissot, and maybe it'll work for your Omega.
