GMT setting

Vince here, just bought the new white face GMT, thanks for your comments on the power reserve.

I am a little confused about the setting of this watch. When the crown is at stop position 2, only the hour and the GMT hand move, and they move in sync (not independently). The manual states to ensure that you have you hour hand positioned in the correct 12 hours (am or pm). Then in crown stop position 3, you can set the minute hand, while the hack stops the second hand.

Question: Is the mechanism as such that when setting the hour hand in stop position 2, that it automatically knows where to place the GMT hand? I have been to the GMT time web site and it suggests that for a 9:00am time the GMT hand should be at the 16:00 mark, yet it is at the 24:00 mark (with the bezel triangle at the noon position) Is there anyway that I can just move the GMT hand without moving the hour hand? or is this watch working the way it should be?

Sorry for such a confusing question, I hope you folks can help me out.
