I think they are publicly against it

and privately permissive. They have to keep their Authorized Dealer Network happy, but either way, they are making their proffit.

I've heard rumor (from Auth Dealers) that they are craking down on it, but I think that's just lip service to the Dealers. It's pretty easy for them to find out who is selling to the Gray Market. Order some watches from gray market dealers, and track the movement numbers to the Dealers. An honest effort of this would shut down the gray market pretty good.
