Easy answer to both NO

New watches have very little health risk due to the paint being used. Models before 1975ish can have but still not enough to worry about more for the watch maker that repairs it.

Moving the hands backwards should not harm your watch just remember that the date change is the only thing that may give you a problem but again not on modern models
