There are several German watchmakers, for example, who manufacture very high quality watches with and without Swiss movements. The term "Swiss made" does not refer to the quality of a product. It's what people have made "Swiss made" to be. Although the Swiss have a very long tradition in watchmaking, it's just as possible to have a lousy Swiss made watch, as it is possible to have an excellent Swiss made watch. I own an Omega simply because it's a good product which happens to be Swiss made. The Omega company is the one who guarantees that my watch is excellent, and not the fact that it is Swiss made.
Besides, I did not say there is NO difference, I said that it's not necessarily so. There are some excellent watches out there that have Swiss movements but aren't Swiss made.
