Those are called "applied markers", and they really don't improve the luminosity of suerluminova. That is the one drawback to luminova - it does lose its glow over time (unlike tritium). On the positive side, though, luminova won't decay and eventually fade completely like tritium will. The current regular white or black dial GMT models do have the more luminous hands and markers, but in theory the luminova should still fade at the same rate.

Current rumors are that the Planet Ocean will be offered with a GMT function, possibly within the next 6 months. Omega has no immediate plans to replace the current Seamaster movements with co-axial ones, as this would add substantial cost to these watches.
