Absolutely. There is no telling when an internal watch part might break. It's like buying anything. You can drive a new car off the lot and a few days later it can end up in the shop.

Not on ebay. Once feedback is left it cannot be changed. It can be "mutually withdrawn" if both buyer and seller agree, but feedback is usually left quickly and, once left, cannot be changed. However, buyer and seller can both leave follow-up comments to feedback left, so if you are interested in something from a given seller you can read through ALL of his feedback comments to see if anyone had problems with his product.
