Not for manufacturing watches but some brands still do it for military watches like traser, marathon,sinn till 2002 and ball on some of its models.
I know some watchmakers who still relume hands with tritium and radium. Tritium glows far better than luminova.
I am pretty sure that in other countries there are some watchmakers who relume hands with the correct
material.
