The hands and dial markers are luminova. In fact, I was stunned to find that a watch that cost so little actually has applied dial markers. This gives the dial a more refined look.
So far its luminosity has been equal to my Omega SMP's, though there is less luminova on this watch than either of my Seamasters, so there's less of an overall glow. Same intensity, just less overall luminova on the dial.
