My experience is they are delivered running a bit fast (but still within spec), and settle down closer to zero. I've never seen one speed up.

It being a few seconds out of spec is just a matter of regulation. I wouldn't think of that as "defective". It can usually be brought back into spec relatively easily. The watch was COSC tested while it was in Switzerland and not in its case. A lot can happen between there and here.

I think you have a reasonable issue if its way out of spec. That might indicate there is actually something wrong with the movement.
