Omega probably won't cover the cost of replacing the bezel (yes, it is a removable part of the case and can therefore be replaced), but they should be able to re-attach the marker on the dial at no charge to you. Don't quote me on that, however, but personally I don't think you'll have a problem. Only one way to find out- get it to your nearest Authorised Omega Repair Centre.
